Override request limits Merged

We use a request limit in order to manage demand on PATCHS, however, this does not take into account those patients who cannot contact us any other way e.g. deaf patients, or other reasonable adjustments such as anxiety etc. It would be good if we could mark a patient down as being allowed to message us regardless of our cap as we are currently stuck between a rock and a hard place.

    We noticed it's quite similar to another one we received, so we've combined them to help highlight the demand for this change.
