allow patients to decline in bulk invites

When sending out bulk invitations for eg vaccine invitations, it would be helpful if they could reply with the option to decline. this eliminates the chance of them being repetitively contacted.

Nominating Pharmacy

Patients would like to nominate their chosen pharmacy where their prescription can be assigned for delivery or pickup after registering to patchs. Currently there is not an option for this on PFS apart from requesting medication.
