Make SystmOne integration not reliant on the gateway machine

Original request: Allow PATCHS to integrate with SystmOne without having to go through the SystmOne gateway machine. PATCHS response: Integrating with SystmOne via the gateway machine is a requirement set by TPP when integrating with SystmOne.
