Turn off PATCHS completly for patients who don't consent to it

We have a large amount of patients dissenting to recieve messages on PATCHS, but they are happy to recieve messages through the regular message system on SystmOne, a way to completly dissent patients from recieving patchs messages specificially, and not allow anyone to message them on this. If a patient states they don't consent to use PATCHS specifically, we need a way to turn this off.
