Automated message to patient to let them know you are ready to phone them and are they available

Following receipt of a Patchs , we waste a lot of time phoning patients who do not respond (despite indicating what times they are not available). could we have an automated system eg I click a button on the Patchs which pings them a message to say I shall call within (eg) the next 30min and seeks a response to say available now or not available and indicates this on the Patchs -would be cool to indicate this with a tab on the toolbar with number of patients available now for call which opens the small list directly.
