Practice-led invitation link to do PATCHs

Once demand limit reached if patients meeting certain urgent criteria we would like to be able to send them a text with a link to do a PATCHs. This way we don't open up demand for anyone sat at home, but those who meet urgent on day criteria would be able to access support via appropriate triage system
