Increase character limits for Log-in message and Custom Close messages.

Log-in page message is currently restricted to 300 characters, custom close to 200 characters.

The practice would like more room to give patients important information and help explain why requests are sometimes closed when capacity is full. They feel the current limits are too short to write a meaningful message and address patient concerns.
