Edit or remove pre-populated PATCHS questionnaires, PATCHS advice, etc.

PATCHS has multiple pre-existing questionnaires that come as standard, such as the 'Asthma Control Test' Template. I wish to add one additional question to the template. However, this is impossible. The alternative option is to recreate the template from scratch and include the extra question. This then leaves two templates for the Asthma Control Test, as we cannot remove the now defunct PATCHS questionnaire. Which confuses and allows for errors. Simply editing these templates is the ideal solution, but allowing us to turn them off would be the compromise.
