Allow option to move a request from one patient to another. Merged

The practice feels it would be useful to be able to move a request from one patient to another, when the request has been created in error. Usually this happens when a patient incorrectly makes a request for their dependant, within their own account.

While the practice is trying to tackle this via patient education, a lot of additional workload is created for each request submitted incorrectly. An auditable move button would save a lot of time each day.
