Ability to limit or restrict patient's ability to put in Patchs

We would like to be able to limit the number of Patchs certain patients can submit within a certain period of time and, with some patients restrict entirely. I understand that we can change registration status to stop Patchs recognising the patient and therefore they can't submit the Patchs. We would like to be able to enter a certain number of Patch a patient can enter, ideally we could set at a global level but also on an individual level for very demanding patients.
