New Bulk error page on behalf of B86110

When the bulk messages fail to a few people send it first shows a page where it says the bulk message has failed to send. This can be confusing for the users.

My idea would simply be updating this message to (X out of Y) patient messages failed to send. This way the user will immediately know how many messages have failed to send.
