Save attachments to clinical system for outbound messages

Note: attachments currently save to the clinical system for patient requests.

As a PATCHS practice staff user

When I send an outbound message to a patient with an attachment

And I select for that message to save to the clinical system on sending

I would like the attachment to save to the clinical system with the message

To make sure the patient record better reflects what's sent
