Allow non-digital patients to send photos without having to register.

Haigh Hall Medical Practice (B83054), Shipley Medical Practice (B83063), The Willows Medical Centre (B83020) & Sunnybank and Cowgill Medical Practice (B83009) | When a non-digital patient is sent a message by the surgery asking them to send in a photo, they attempt to register with PATCHS to do so however they are blocked from registering until there is availability to send more PATCHS requests. This can be resolved by either allowing non-digital patients to send photos without having to register or another way.
